 Principales caractéristiques

Ce programme s’adresse plus particulièrement aux PME réalisant de forts investissements en R&D.

Le consortium doit comprendre au minimum 2 entités indépendantes issues de 2 pays différents membres d’EUROSTARS.

Ce dispositif concerne les projets dont la durée est de 3 ans, et pour lesquels le produit doit être lancé sur le marché dans les 2 ans qui suivent la fin des développements. Une exception à cette règle est appliquée aux projets en biotechnologies, biomédical ou médical, pour lesquels ce sont les essais cliniques qui doivent commencer dans les 2 ans qui suivent la fin du projet.

  • 40% de coûts éligibles pour les PME,
  • 30% pour les autres entreprises de moins de 2 000 salariés,
  • 40% des coûts complets plafonnés à 100 000 euros pour les laboratoires publics.

Evaluation

Les critères d’éligibilité sont vérifiés en amont de l’évaluation du dossier. Si un critère ne peut être évalué, il est considéré comme inéligible.

  • Au moins 50% du budget du projet doit être porté par des PME réalisant des activités de R&D dans les pays membres ou partenaires (hors sous-traitance),
  • Aucun participant ne doit porter plus de 75% du budget (sous-traitance incluse),
  • Le budget ne doit pas être engagé à plus de 75% dans un seul pays (sous-traitance incluse).

Après la vérification de l’éligibilité du projet, l’évaluation se fait par 3 experts selon les critères suivants :

  1. Qualité et efficacité de la collaboration
  2. Impact du projet sur le marché de référence
  3. Excellence de la Recherche et de l’Innovation

Si au moins 2 experts valident que 2 des 3 critères sont satisfaisants, alors le projet est noté et classé par un panel d’évaluation indépendant (IEP).
